The French winger was stretchered from the field on Sunday during a 2-1 defeat for the Magpies at Eastlands.
A crunching tackle from Nigel de Jong left the 23-year-old writhing in agony after just five minutes.
Ben Arfa was immediately taken to hospital for a scan and he will now go under the knife on Monday in an effort to aid his recovery.
A statement released by Newcastle on their official website read: "X-rays taken this afternoon have confirmed that he has suffered a broken tibia and fibula of his left leg.
"He will undergo surgery tomorrow morning.
"Everyone connected with the club sends Hatem their best wishes for a speedy recovery.
"At this stage no time limit has been put on his expected return date."
Ben Arfa joined Newcastle over the summer on a season-long loan deal from Marseille.
