Darren Bent missed a great opportunity to open the scoring when clean through on Paul Robinson before Chris Samba was sent off on the stroke of half-time.
The Black Cats played the whole of the second half against 10 men, however, Rovers defended superbly and held out for the draw.
Bent was Sunderland's main threat throughout the game, although Bruce wants goals from elsewhere to take the pressure off the striker.
"Our Achilles heel is we can't keep relying on Benty to score us a goal," he told Sky Sports. "It was evident tonight.
"We've got to contribute goals from somewhere else. It was frustrating. We've had enough attempts on goal.
"Really, really we should be taking one of the chances we've created."
Bruce waited until just after the hour mark to bring on Asamoah Gyan and go 4-4-2 and he has defended his decision to wait.
"I thought to get through them they'd go 4-4-1 and sit a bit deeper. Can we create the problem by having the extra man in midfield?" he added.
"I think arguably Blackburn were better with 10. It was an even contest up until then.
"We've created enough chances and if we take one of those we win."
Bruce is refusing to get too down about the club's lack of wins away from home and believes the signs are good for the future.
The Sunderland boss praised Titus Bramble and Michael Turner for keeping things tight at the back along with Belgian keeper Simon Mignolet.
"There were some good signs. The two centre-halves all night were terrific, as well as the keeper," he concluded.
"They throw balls into your box. It's never easy. There are a lot of positives.
"The signs are good. I'm very, very pleased with what we've got and what we've done."
