Blackpool boss Holloway is being investigated by the Premier League after making 10 changes to his starting line-up for Wednesday's 3-2 defeat at Villa Park.
Holloway has threatened to quit if he is punished for his decision after Wolves were hit with a suspended £25,000 fine for doing the same thing at Manchester United last season.
Harewood, who drew the Seasiders level in the first half against his former club, believes his boss should not be sanctioned, particularly as he selected players from a 25-man squad submitted to the Premier League earlier in the season.
"We have a 25-man squad and can play whoever we want from that list," Harewood told the Daily Mirror. "It is the gaffer's choice.
"I hope he's not fined. It wasn't a weakened team."
Holloway had been impressed by the performance of his side at Villa, with six players coming in for their first league starts of the campaign.
Blackpool travel to bottom club West Ham United on Saturday and Harewood feels Holloway now has a selection dilemma on his hands.
The striker added: "The gaffer has a headache because the players performed really well and he must be thinking, 'Oh my God, who am I going to pick?'
"Against Villa we showed we have good players in every position."
