The charge relates to his language and behaviour towards match officials following the 2-1 loss to Blackburn on Saturday.
Holloway was left fuming by Blackburn's late winner at Bloomfield Road, feeling there was a suspicion of offside before Brett Emerton scored and he also felt Gary Taylor-Fletcher had been fouled in the build-up to the goal.
The Blackpool manager confronted referee Mike Dean at the final whistle and he admitted after the game he expected to be reported to the FA because of the clash.
